Sports venue Masná operating rules BEZPEČNOSTNÍ PŘEDPIS A BEZPEČNOSTNÍ ŘÁD PŘETLAKOVÉ HALY HŘIŠTĚ MASNÁ ➤ Přetlaková hala je technické sportovní zařízení Dráčkovy jazykové mateřské školy Beachclub Strahov z.s. a je instalováno nad venkovním kurtem – velké hřiště na dobu přechodnou (říjen – duben) kalendářního roku. ➤ S ohledem na technické parametry (stabilita stavby na základě přetlaku vzduchu) je povinností provozovatele seznámit všechny uživatele haly s tímto bezpečnostním předpisem a provozním řádem. ➤ Bezpečnostní předpis a provozní řád upravuje a vymezuje povinnosti uživatelů haly a povinnosti, odpovědnost a práva provozovatele haly a správce Hřiště Masná. (dále jen „vedoucí provozu“) zavazuje všechny uživatele haly tento řád dodržovat a bezpodmínečně se jím řídit. V případě porušení tohoto řádu se uživatelé vystavují postihu ze strany provozovatele a může jím být znemožněno užívání haly a může jím být vstup do haly zakázán. Porušení bezpečnostních a evakuačních předpisů je rovněž důvodem k rozvázání jakýchkoliv smluvních závazků provozovatele k uživatelům haly přetlaková hala je účelovým technickým zařízením pro sportovní činnost. Jiná, než sportovní činnost je v hale zakázána. V režimu provozu pro veřejnost je hala určena pouze pro trénink hráčů. Organizovaná činnost zavazuje organizátora řízeným dohledem nad činností, která v hale probíhá. Provozovatel je povinen seznámit a vyškolit osoby, které se na organizované činnosti v hale podílí, zejména seznámit je s těmito bezpečnostními předpisy a provozním řádem haly. užívání velkého hřiště v době instalace haly má jiný režim než v době, kdy hala není instalována. Hala funguje v režimu uzavřená (vstup zakázán) a v režimu otevřená (vstup povolen). Tlak vzduch v hale je v režimu otevřeno/zavřeno odlišný. Vedoucí provozu organizuje v přetlakové hale sportovní činnost a je odpovědnou osobou v době obou režimů. Vedoucí provozu dle objednávek uživatelů otevírá a zavírá halu. Otevřením a zavřením se rozumí: blokace vstupu do haly zámkem, nastavení režimu tlaku haly (regulace napájení motoru VZT), nastavení topení, nastavení osvětlení, kontrola kotevního límce a úklid sportovního náčiní a nářadí. ➤ Omezení vstupu do haly a pokyny pro využití haly Každá osoba je povinna dodržovat pravidla pro využití haly a řídit se pokyny vedoucího provozu, zejména vstupovat do haly jen s jeho souhlasem v režimu otevřené haly. Vstup pro hráče je omezen na herní čas, který mají rezervován, do haly mohou hráči vstoupit 5 minut před začátkem hodiny a jsou povinni odejít po hře do 5 minut po konci hodiny. Zakázáno je zejména jakkoliv manipulovat se zámky na vstupu do haly a upravovat a manipulovat jakkoliv s ostatními pevnými součástmi haly. Na pokyn vedoucího provozu jsou všichni hráči povinni prostor haly okamžitě opustit . V hale platí zákaz kouření a používání otevřeného ohně . Všichni uživatelé haly jsou povinni udržovat volné a průchodné vstupní a únikové cesty a přístupy k vypínačům elektrického proudu a k hasebním prostředkům, před každým otevřením haly je vedoucí provozu povinen zkontrolovat umístění hasebních prostředků. Všichni uživatelé haly jsou povinni dodržovat zásady bezpečného chování v hale a dodržovat zásady požární bezpečnosti. Vedoucí provozu je pověřen kontrolou zásad bezpečného chování v hale a je odpovědnou osobou za dodržování požárních předpisů a řídí a koordinuje činnost při mimořádných událostech (události, kdy může být ohrožena integrita haly způsobená poklesem tlaku v hale) . Všichni uživatelé haly jsou povinni zdržovat se jen ve vykázaných prostorách, nevstupovat do míst, kam je vstup nepovolaným zakázán, nemanipulovat s ostrými předměty v blízkosti vnějších i vnitřních stěny haly a textilní stěny nepoškozovat. Výstupy VZT (náfuk a výfuk) jsou všichni uživatelé haly povinni nechat volné, nezakrývat je a neomezovat tak regulaci tlaku v hale. Za dodržování těchto ustanovení je odpovědnou osobou při řízené organizované činnosti vyškolená osoba, ve všech případech také vedoucí provozu. Všem osobám je zakázáno provádět takovou činnost, pro kterou je třeba zvláštní odborná způsobilost nebo která jim nepřísluší. Je zakázáno spouštět a zastavovat bez příkazu stroje zařízení mimo stanovený pracovní postup, provádět údržbu, mazání a čištění strojů VZT za jejich chodu. Jakýkoliv zásah do strojních zařízení podporujících tlak v hale může provádět jen technik dodavatele haly (fy.Techtex) Je zakázáno poškozovat bezpečností značení a ostatní bezpečnostní a hasební zařízení. Všichni uživatelé haly jsou povinni dodržovat pořádek v prostorách haly a zbytečně halu neznečišťovat. Platí obecný zákaz vnášení dalších předmětů do prostoru haly (lavičky, sportovní nářadí atd.) ➤ Pokyny pro provoz a sportovní činnost - HALA MASNÁ ZVLÁŠTNÍ REŽIM Pokyny jsou závazné pro všechny uživatele haly. Úvod ➤ Hřiště slouží k provozování sportovní a zájmové činnosti sportovních organizací, oddílů TJ/SK a ostatních zájmových sportovních spolků, škol zřízených Městskou částí Praha 1, případně dalších škol a veřejností. ➤ Po celou provozní dobu je v areálu přítomen správce, který řídí provoz areálu. Mimo stanovenou provozní dobu je areál uzavřen a přístup do areálu je zakázán. ➤ Hlavní vstup do areálu je brankou a je celoročně otevřen během provozní doby areálu. Hlavní vstup je otevírán mechanicky nebo dálkově elektronicky správcem areálu. ➤ Plocha hřišť slouží pouze ke sportovní činnosti, pro kterou je hřiště konstrukčně a stavebně uzpůsobeno. Velké hřiště slouží v letním období především pro tenis a malou kopanou (od 15. 4. do 14. 10. běžného roku), střední hřiště pro volejbal, malé hřiště pro streetball a basketbal. V zimním období slouží velké hřiště pro tenis, případně pro další míčové hry vyjma fotbalu ! Hala a její vybavení je ve vlastnictví provozovatele hřiště. ➤ Přístup na hřiště je povolen pouze ve vhodné sportovní obuvi bez špuntů a spiků. Je výlučnou pravomocí správce vykázat z hřiště osoby, které mají nevhodnou obuv, tj. obuv, která by mohla způsobit škodu na herním povrchu hřiště. ➤ Vstup na hřiště jinou formou než přes branku je zakázán. Zakázáno je lézt po oplocení hřiště a oplocení areálu. ➤ V areálu je zakázáno pohybovat se na kole a na koloběžkách, zákaz platí i pro pohyb na kolečkových bruslích, skateboardech a ostatních zařízeních pro zájmovou mobilitu osob. ➤ Vjezd autem a parkování aut je povoleno na základě povolení vydaného provozovatelem hřiště. ➤ V celém areálu platí zákaz vstupu se psy. Vstup se psem je povolen vodícím psům a asistenčním psům. Povolení uděluje výlučně správce, který je přítomen. ➤ Zelené plochy, stromy a ostatní květiny jsou udržovány Městskou částí Praha 1 a správcem, který je přítomen. ➤ Písek na dětském hřišti je 1x ročně vyměňován a provozovatel zajišťuje jeho kontrolu (vzorky zasílány do státního zdravotního ústavu v Kladně). II. Provozní doba Hřiště je využíváno následovně: pondělí – pátek 8:00 – 14:00 výuka tělesné výchovy mateřských a základních škol MČ Praha 1 (priorita 1). Rovněž soukromých a škol a středních škol hl. města Prahy (priorita 2). Také veřejnost v neobsazených termínech (priorita 3). pondělí – pátek 14:00 – 18:00 výuka tenisu, sportovní družiny (priorita1) a veřejností (priorita 2). pondělí – pátek 18:00 – 22:00 veřejnost se sportovní výukou zajištěnou provozovatelem (priorita 1) a veřejností (priorita 2). sobota a neděle 8:00 - 22:00 veřejnost se sportovní výukou zajištěnou provozovatelem (priorita 1) a veřejností (priorita 2). ➤ Ve všech prioritách jsou MČ Praha 1 podporováni rezidenti MČ Praha 1. Rezidenti mají právo priority a právo podpory v ceně za využití sportoviště. Způsob administrace podpory rezidentů je výlučně v pravomoci vlastníka hřiště, tj. MČ Praha 1. ➤ V případě nepříznivého počasí o využití hřiště rozhoduje správce. III. Povinnosti uživatelů hřiště ➤ Řídit se tímto provozním řádem a pokyny správce. při nedodržení provozního řádu má správce právo uživatele z areálu hřiště vykázat nebo volat městskou nebo státní policii. ➤ Vstupovat na hřiště pouze ve vhodné obuvi. ➤ Užívat hřiště pouze k povolené sportovní činnosti (malá kopaná, volejbal, basketbal, tenis, nohejbal), a to dle tohoto provozního řádu včetně omezení pro některé činnosti v hale, která je ve vlastnictví provozovatele. ➤ Vracet správci po ukončení činnosti zapůjčené vybavení v nepoškozeném a kompletním stavu na vyhrazené místo. ➤ Závady, poškození zařízení hřiště nebo jeho vybavení okamžitě nahlásit správci. IV. V areálu je zakázáno ➤ Kouřit, manipulovat s ohněm, požívat alkoholické nápoje či jiné omamné látky. ➤ Jíst na hřišti, vstupovat na hřiště se žvýkačkou. ➤ Vodit do areálu jakákoli zvířata. ➤ Ničit zařízení hřiště. ➤ Odhazovat odpadky mimo určené nádoby, znečisťovat prostor areálu. ➤ Provozovat jiné aktivity než pro které jsou hřiště určena. ➤ Provozovat aktivity ohrožující bezpečnost. ➤ Vjíždět na kole, kolečkových bruslích a skateboardu. V. Ostatní ➤ Každý uživatel provozuje sportovní aktivity na školním hřišti na vlastní nebezpečí, provozovatel nenese odpovědnost za škody na zdraví. ➤ Každý uživatel nese v plné výši odpovědnost za škody způsobené, byť neúmyslně nebo z nedbalosti, na zařízeních sportovního hřiště či zapůjčeného vybavení. ➤ Provozovatel hřiště umožňuje uživatelům použít šatnu za úplatu. WC je v areálu hřiště zdarma. ➤ Provozovatel požaduje zálohu (kauce) ve výši 3000 kč pro skupiny využívající halu pro fotbal - trvalé rezervace. Kauce je vratná na konci herního období. ➤ Provozovatel nenese odpovědnost za škody na odložených věcech. ➤ Lékárnička je vždy k dispozici k základnímu ošetření u správce, který je přítomen. ➤ Možnost zapůjčení vybavení je u správce, výpůjčka sportovního vybavení je zpoplatněna dle ceníku provozovatele (míče, minisítě, kužele, atd.). ➤ Po dohodě s provozovatelem si mohou školy s prioritou 1 a 2 dohodnout možnost uskladnění vlastních míčů a sportovního náčiní. The system will no longer allow changes and the money cannot be refunded. ➤ The coach can also cancel the lesson if it is clear that the game will not be possible due to the conditions.
